Social protection, health and education are national priorities and we must invest more in them, with models that allow us to respond to the needs of the population and those of infrastructures with social benefit. Because we do not have investment priorities developed. That is why we can not move on to the next phase, that of deciding the model. What should we prioritize? In our report we have identified those priorities. In Spain, since 2012, the concession model is neither expected nor is it the one that is most needed. We need political will.
